Author Error when publishing campaigns

I received an msxml3 failure when attempting to publish campaigns and
discounts

Thanks for any info or help you can give me on this.

Using Win2k3, CS 2002/sp3
The error was of the following form:

msxml3.dll '80004005' Unspecified error
