We probably need more information in order to figure out the problem. do you see any error/warning in your server's event log? and what does your site do in the summary page? does it call basket pipeline? or
does it call some other pipelines? And does the summary page output the correct discount applied information from OrderForm?

Hello,
I have an issue with Discount that were sucessfully
applied on the Basket page but later in the OPP the
discount is no longer valid (applied) on the summary page -
This occurs about 10% of the time.
