Author (FP1) Discount Manager create expression fails (missing Biz Data)

when i try to create a new discount expression with the discount manager's
wizard i get an exception. clicking on 'new' gives a general error. It seems
that i don't have the Biz Data Service installed, how do i do that, which pup
to use? i cannot see this service in the commerce enterprise manager.

* In the event viewer of the client machine i see this :

You can unpack it from one of the PuP packages that shipped with Commerce
Server 2002. Double click the .PuP file to launch the packager, choose
"custom" mode, and select add resource, then choose the BizData resource.
