Coupon is applied but cannot be reused even if usage limit is zero

Promotion Code implementation is really overwhelming. Although the features
are extremely useful, there are too many issues when it comes to applying the
concepts. Here is another one.
So I finally figured to put in the coupon code and successfully checkout the
basket. I have tried the following with all types of Coupons (public,
private, restricted) usage limit is set to 0 (unlimited)
Now after I login, buy the discountable products, apply the promotion code
coupon and checkout. At the end of this step the pipeline somehow sets
i_pchist_status (in the mktg_promocode_history table) column to 2 for the
particular coupon referenced in the mktg_promotion table. So in essence if
the same user tries to buy same type of product and apply the discount I get
the promo_code_status in the pipe log as 2 (for usagelimit reached) and if I
forcibly change the value back to zero in the mktg_promocode_history, then
the same discounts are being applied.
What is the reason for such behaviour? Is there time line somewhere set for
the coupon to be reused? Do I have to change any settings (other than the
default values) in the Marketing resource in Commerce server manager??
