Author stuck on localeselection.aspx page

Hi,

I have two cs2002 sites on the same server. One site is working fine, when
you go to default page, get the URL like:
/localeselection.aspx?returnURL=default.aspx&MSCSProfile=xxxx

When I go to another site, the URL is:
/localeselection.aspx?returnURL=default.aspx

There is no MSCSProfile parameter in this URL and the page won't go anywhere
after select any language, just stuck on this page. The setup for these two
site is identical. Is there anything wrong? How to address it?

Thanks,
Gerry
