extensions unable to access the file ".htaccess

| Hi,
I am trying to change the permissions on my website and I
get the following error:
The server extensions were unable to access the
file ".htaccess". Please check the file permissions.
I am new to server extensions so I do not know how I can
fix this or even were to start looking. Any advice?

The install script is looking for .htaccess in the root web
(var/www/html in Redhat) which is often missing.
If you need a front-end to htaccess, the new version of Webmin has a
decent module which can also configure password files.
