FrontPage Server Extensions for Unix - CGI script hit counter

My web server doesn't support the Frontpage server
extensions so I'm trying to add a CGI scrip hit counter.
In the cgi-bin folder properties how do I get the "allow
scripts or programs to be run" check box to be selected?
