Author Publising Access Denied; web does not exist

I believe I am having a problem with my web host. When I
try to publish via http, I receive the standard denial
message from FP2002 that my website does not exist or my
host does not have the extensions installed, etc.
Four months ago it was true that my host did not have the
proper extensions installed but today thanks to my
badgering, my host claims to have upgraded and installed
the extensions properly. (I got one days worth of up time
about a month ago.)
I signed up for an Apache server running Linux with
FrontPage Server extensions. I chose the Linux server
because I will have multiple databases on my account.
Each database needs to have its own list of users and each
user needs to have his own login. That is the plan;
however, things don't seem to be working out on even a
basic level when it comes to publishing just the webs and
sub webs.
I have several issues and I don't know if they are
interrelated or if maybe they are all simply Linux
incompatibilities. I will post the other issues as
separate threads. I am only listing them here for
reference. My primary concern on this thread is issue one,
publishing.
ISSUE 1: I am not able to publish to my server via http. I
am denied access with the error message that the server
does not have FP extensions installed. I do not know how
to verify if the admin truly installed the extensions
properly or even the right version or upgrade for that
matter. I can publish the same web to a free account such
as Tripod and encounter no resistance. I am also able to
ftp but that corrupts the extensions. All tech support
tells me is that FP extensions keep uninstalling
themselves from my account.
ISSUE 2:
Is there a way to verify that the Host Admin is doing
their job and has installed the FP Extensions properly
like maybe by pinging the server or using a utility to
probe the server for the version of extensions installed?

Start by trying to just open your hosted site in FP
File Open Web and enter your URL http://www.yoursitename.com/

You can also enter the URL in IE and try File Edit w/ FP (to see if you are prompted to log in) and you site opens in FP
or in IE enter http://www.yoursitename.com/_vti_inf.html to see if you gat a FP Config page (view source to see the version)
