Refresh Usage using production logs

Is there anyway to copy the production IIS logs onto a development machine
and run the OWSADM tool rebuild the usage details in the appropriate dev fp
webs? I've tried and all I get is <0> pages updated. My guess is that it
won't rebuild logs in the past. I've tried a complete uninstall of fp
extensions from the development webs, re-adding fp extensions, and then
running owsadm. zero luck.
