Author Permissions on Windows server

I have a FrontPage website with 3 subwebs (on a Windows
2003 server). The main website and one of the subwebs are
public-accessible. The other 2 subwebs are password-
protected. These 2 subwebs each have a different
username/password with Browse permissions.

I created the users for the 2 subwebs and am able to
successfully view the subweb through my browser using the
corresponding login for that subweb. However, if I try to
view subweb #1 by entering the username/password for
subweb #2, I am able to view it! And, if I enter ther
username/password for subweb #1, I am able to view subweb
#2. I checked the permissions in FrontPage 2003 and the
user for subweb #2 is not listed in subweb #1's list of
users (and vice versa).

Also, I had created a test user for one of the subwebs,
and then I removed all permissions for that user. However,
I am still able to browse both subwebs with that
username/password!
