unable to publish web

I can get directly into the
server and edit files there so I know my user ID and password are correct.
But when I edit a site on my system and then try to "publish web", It will
not accept my password. It just keeps prompting me for my password over and
over. This may have started with SP2. I have installed all the office
updates. I have published to this address for a couple of years.
Any ideas will be appreciated.
