Unable to administr FrontPage ServerExtensions

When I try to open the FrontPage Server Extension administrator web app, I
get "You are not authorized to view this page".

W2k3 server, IIS 6. FrontPage Server Extensions 2002

Open IIS MMC plug in.
Right click on the web site ('Default Web Site' in this case)
Select Properties from the context menu.
A properties dialog appears.
Select Server Extensions 2002 tab.
Click on Settings button.
IE shows the "You are not authorized to view this page".error page.

Why is this happening and, more importantly, how can I fix it? The same
thing also happens when I try to get into the Share Point administration
pages.

I had the same problem on my win2k3 machine and I was able to solve the problem by logging off and logging back in as administrator to the local machine (not my domain)...
