Get 'not authorized to view this page' when try to administer Server Extensions 2002

| I'm hosting my IIS 6 on a W2k3 Enterprise Server and have FrontPage 2002
Server Extensions installed and they appear to be functional. However,
there's something wrong with the way that I've set up permissions because
when I try to administer FrontPage Server Extensions properties, I get a
'You are not authorized to view this page' display in an IE window.
Here's what I'm doing:
Start IIS MMC.
Navigate to Default Web Site and right click
Select Properties from context menu
Properties dialog appears.
Select Server Extensions 2002 tab in dialog.
Select Settings button
An IE window starts and "You are not authorized to view this page" is
displayed.
What must be done (detailed instructions please, Dammit Jim, I'm a
programmer, not a sysadmin!) in order to gain permissions to administer to
these godless heathen FrontPage Server Extensions and SharePoint?

| Hi Richard,
To troubleshoot this issue, Try changing the authentication method to
Basic. Here is the steps that you could try
Change authentication to basic
===========================
1. Open IIS mmc.
2. Right click on the website in question and select properties.
3. Click on directory security tab.
4. Click on edit. Now uncheck integrated and check basic.
5. Another window might pop-up to confirm.
6. click on yes button here. Click ok two times to close the windows.
Now try extending the site..
