Cannot publish website using FP 2002

| I'm trying to publish my website using FP 2002.
My OS is Windows 2000 Pro
I've never had this problem before but while trying to publish my site today
I got this error msg. every couple of files being "published" to the server.
"Server Error:Server cannot open the file {insert any file here whether its a
photo.jpg,.gif,.tif....anything in the website files} to write. I'm also
getting the same message but telling me any file name in my website but
ending with .tmp is not accessible to write. After I get the msg. I click ok
and it stops publishing the website. I tested something, never seeing this
error msg. before and the next file that gave me that error while trying to
publish to the server was marked "don't publish" The publishing wizard then
bypasses that particular file but comes up with a new one. I have now
designated almost every file including the actual webpages (.htm) "don't
publish". So far haven't found anything pertaining to this error msg. and
desperate to get this up on the server. Any help would be much appreciated.

| Start by cleaning out your IE Temp files
Then try the usual repairs in the sequence below:
1) In Windows Explorer Find and delete all FP Temp Files
Usually in C:\WINDOWS\Temp and %USERPROFILE%\Local Settings\Temp
2) In Windows Explorer Find and delete all hidden *.web files
Usually in %USERPROFILE%\Application Data\Microsoft\Web Server Extensions\Cache
3) Run a Repair on IE
(see http://support.microsoft.com/default.aspx?scid=318378 )
4) Install all Service Packs for your OS, IE, MS Office and your Video card
(Windows Update and Office Update sites, plus your video card supplier site)
5) Open FP and Disable or Uninstall any FP Addins,
6) Open your FP Web/Site and run a Tools Recalculate Hyperlinks

| Thank you so much! I'll start on all the steps right away. You were faster
than my own ISP who has still not responded to my calls.
I'll rate the response and let everyone know if this has resolved the
problem once I've completed the steps. Again, Thank you!

| Still having a problem publishing the site to the server. I've followed all
the steps included in your reply to the letter and even though I no longer am
recieving the server errors that the server is unable to open to write or
access to write files I'm now getting a new error msg. The Publishing wizard
starts to publish the files to the server and then stops and I get this msg.
Server Error: Server cannot close the file service.cnf.
Does anyone know what the service.cnf file is and what it's associated with?
Once again it looks like a server issue and being Veterans Day I am not
getting a response to my calls to the ISP today. Helpppp
