FrontPage Server Extensions for Windows - FP 2003 & 5.1 IIS on XP pro

Using FP 2003, on Win XP pro SP2 installed.
I am trying to install IIS and think that it is because I can get the
default server page and read help pages.
I have downloaded FP 2002 extensions and think they are installed.

I have changed the default site name to something like xyz.

I have microsoft sharepoint service administrator available on my menu and
when I follow the directions, I get the view of my server xyz, however, when
I try to enable the FP extensions, there isn't any tab available.

I am doing something wrong and don't have a clue what.

How can I get the extensions installed?

thanks for any help, I am heading to the crazy bin!!!

1) Download the FP 2002 Server Extensions:

The English ones are at:

2) Download FP2002 Server Extensions Updates (and install in this order):
http://download.microsoft.com/downl...US/fpse1001.exe
http://download.microsoft.com/downl...US/fpse1002.exe

3) Download and install the SE Security Patch:

Then to install and apply them see
