Publishing to new site and cpanel

| I have a dedicated server running cpanel.
When I set up a brand new domain and install FP extensions, I cannot open
the site until dns is propagated.
I believe I should be able to log into the site through the cpanel IP
address and some form of folder/extension, but nothing I try works.
Example: when I try to open the site up as
http://12.345.67.89/~newsite
which I thought is supposed to work, my FP client (2003) can't open or find
the site.
Does anyone know the proper syntax to open a site uding the IP address and
cpanel?

| If the IP address is http://12.345.67.89/ and the FP SE have been installed / applied open the root web http://12.345.67.89/ not
any folders or subsites
- you can open the subwebs from the root once it is open
