FPSE 2002 HTML Administrator Missing

I'm running XP Pro SP2, IIS 5.1, FPSE 2002. I recently tried to bring up the
FPSE 2002 HTML administrator and I get the error "the page cannot be
displayed." The page address is http://computer/_sharepoint/fpadmdll.dll.
This has worked fine in the past but this is the first time I’ve gone to use
it in about 6 months.

I checked for a directory c:\inetpub\wwwroot\_sharepoint. There is not one
there nor does a file search of the computer locate fpadmin.dll. I ran the
FPSE 2002 install program and chose repair installation but I still have no
FPSE 2002 HTML administrator. Any help appreciated,
