Author using frontpage on citrix

Hi,

Our website server is located in a different region, so
today, in order to publish content we are using citrix and
dreamweaver.

The performance by using this method are very poor - it
takes several seconds to perform any simple action.

Someone told me that the reason is because dreamweaver is
not a multiuser aware software and that we should use
frontpage (which is multiuser aware) instead of
dreamweaver over citrix.
My question:
1. is that correct? that dreamweaver not multiuser aware
and frontpage is?
2. if so, how does it effect the performance issue?
3. is this the right place to ask these questions?

Thanks!

FrontPage allows you to open the site (using http) online and edit it from multiple locations by multiple FP users
- no VPN required
Speed is based on user connection speed and host server
