kernel32.dll error

I am having a lot of difficulty in regard to Kernel32.dll error - in help,
i/explore, also cannot get sound or pictures. I am using Windows ME have
reinstalled the main disc, plus soundcards etc., still cannot get sound and
kernell32dll error coming up in help, iexplore and other items.
