I have published a simple 3 page site with the discussion website wizard.
(publicthinktank.org) I have 10 discussion categories offered in a dropdown
menu on the post your comments page. I cannot figure out how to create 10
corresponding files to store the form results. The files would also be linked
to the TOC page so visitors can review comments.

You can't

The DW categories are automatically add to posts that use them
