Problems when modifying frontpage web

| Since upgrading windows am getting message "server extensions unable to
access the file "c:\webs\localhost\_vti_pvt\service.lck" Please check the
file permissions."
The fels webs\localhost is where my web is located but I have never put file
permissions in. At the moment I am unable to modify any of my pages - can you
help me please?
