Installing 2002 extensions takes forever after upgrading to windows 2003 server

| After upgrading our server to Windows 2003 we are having problem installing
extensions on webs.
The page comes up that says Please wait while your changes are processed.
but the gears don't move like before, and sometimes it will sit there
forever. It has installed the extensions on some webs if you are patient,
but sometimes it times out. I have one that has been running for about 30
minutes and still not finished.
