FP2002 hidden folders disappear when checked

I'm getting erratic behavior on showing hidden folders with FP 2002. Tools/web settings checkmark shows them for a while, but soon after when I reboot Front Page, they no longer show. If I uncheck/refresh, and recheck/refesh they start showing again for
a while, but eventually disappear again. This in File or Folders views
