Try the resolution as given in KB223433. The CREATE OWNER account might not
have permissions.

| HELP! I had to reload my home page and in doing so have
| messed up the hit counter. I'm using Frontpage 2003. The
| hit counter was on the site and working like a charm. In
| speaking with the hosting company they said I had broken
| my file extensions...supposedly they fixed them and
| instructed me to reload all my HTML pages. I've done that
| to no avail.

| I've even tried deleting the counter files and adding a
| new one...but that didn't work.

| When I published the site again...I did get the following
| error: Server error: Cannot create folder "_vti_cnf".
