Is it possible to run FP in some kind of non Server
Extensions mode? Or does any one know of a good web editing
utility like FP but without all the Extension features...?

Fp can work just fine without the server extensions. The server extensions
only provide certain features, such as publishing to a web server directly
through http (though you can still use FTP to publish) as well as things
like form processing and search utilities. You still do things like forms,
you just have to tell them to post to another script instead of the default
FP extension.
