Does anyone know if there is a way to have a disclaimer
or some sort of message letting people know they are
leaving our webpage? If so, how do I do this? Thank you.

Usually w/ a JavaScript associated w/ an onclick event in your hyperlinks
For an example see http://obabank.com/
and try the Powered By BankSITE link at the button of the page

I checked out the site you referred to me. Very nice. But
How can it be setup to do this? Doesn't Frontpage have an
option to enable me to do this and if so, where would I
find it? I am using FrontPage 2000.

FrontPage doesn't have an option to achieve this. There is a free add-in
from Jimco called Spawn that can help you create the new window:
http://www.jimcoaddins.com/

It won't do the message, though. You'll have to either find a pre-made
JavaScript to handle this for you, or learn how to do it yourself.
