Author IIS6 & Frontpage extensions are installed but I can't publish from Frontpage 2002

I'm running a Win2k3 server and have just reinstalled IIS and FPSE 2002.
I've confirmed that the FPSE are indeed running by tests listed here:
http://www.kbalertz.com/Feedback_828909.aspx

I've tried to publish to the server, it prompt for username/password then
tells me there is no Frontpage web, clicking ok gives me the error saying
FPSE is not installed, the server had and error.... etc.

I used frontpage to open the default Under Contruction page. Then made a
slight modification and tried to publish and get the same error.

Sharepoint web administrator shows that the default web site is extended.
IIS manager web server extensions shows FPSE as "allowed". I had this server
running before and tried to fix by reinstalling now here I am worse off. No
hardware software changes have been made (except Windows updates) Heeelllp!
I'm missing something here! - Rob
