Server extensions unable to access file....

Hi, hopefully someone has encountered this problem before.
When I publish (using FP2002), using FTP, the list shows
which files are in need of publishing, and I click publish,
everything is as normal, but right at the end of the
publish process I get an error message that reads:
Server Error: The server extensions were unable to access
the file ....\_vti_pvt\service.cnf Please check the file
permissions.

Here's the problem. There is no file with that name in
that folder?? (Yes, I have options set to view hidden
files and folders)

Can someone help?
