Publish to remote SBS2003???? not working :(

I'm an administrator for a company running SBS2003 and a
remote web designer needs to be able to publish the new
web design to your site. I can publish from a local
machine, but not a remote machine. What permissions do I
need to open or uncheck a option... Please help
