Error message - there is no server on port 80 at a318g2

i am getting the following Error message - there is no
server on port 80 at a318g2 when trying to open my web in
fp explorer ver 3.0.0.926 running on win 98. i am a bit of
a newbie. i do think it is related to norton internet
securities and have tried turning it off but had no
result. i can still get to the web, page by page in the
editor.
