Usage analysis not available on a web

2 webs, both with 2002 extensions.

Log in to the FPSE admin page on web 1 - I have users and roles, configure
usage analysis settings, server health, version control, subwebs.

However on web 2 - I have users and roles, server health, version control,
subwebs. - no configure usage analysis settings is there.

Why would that be?
