Can't change "Publish To" field

Help indicates that to change a "Publish To" field, you click: File >
Publish Web > Change. The "Change" button appears inactive - can't click on
it. If I change the "Publish Destination" in the "Publish Destination"
dialog box, it reverts to the address in the "Publish Web" box. Can anyone
help me change the destination? Thanks.
