We currently have two Win2k AS servers, one is Production, one is Test. They
have FPSE 2002 and sharepoint services installed.

On Production, using Frontpage 2003, the user is am able to create a folder,
and then convert it to a subweb. On Test, the following error occurs:
"You do not have permission to do this operation. Ask your website
administrator to change your permissions and then try again, or log on with a
user account that has this permission. To log on with a different user
account, click OK"

The problem is, we checked all the permissions under sharepoint
administrator and under NTFS, and they are identical.

We have already tried reassigning windows account permissions, recreating
the windows user account, reassigning NTFS permissions, recalculating the
web, recreating and reassigning permissions for the user account through
sharepoint administrator.

Also, creating the folder and converting it to a subweb works for the server
admins.

Any ideas?

Have you tried un-installing and re-installing the FrontPage Extensions?
