Cannot Admin Web Sites

We have multiple websites. Some use Host Headers, some use different port
numbers. We are unable to do FPE adminsitration using FPE 2002 and IIS 6.0 on
a few of them, while others are OK. When we try to do the admin or
recalculate or check extensions on these few, the IE opens and the progress
bar moves but the admin site(s) NEVER comes up. We see flashing in the
pointer bar at the bottom as if it is trying but no success...any suggestions?
