FPE2002 not working properly

I just installed frontpage 2002 extensions. rebooted system and go into IIS.
Right click on my website and choose Configure 2002 extensions. System wants
to download fpadmdll.dll and that is it..... What am I missing?

| What might cause the prompt for this file download?
Not finding this in the docs..
