Problem installing FrontPage and FrontPage Extensions

| I am running Windows XP Professional. I have just spent the better part of
two days trying to install FrontPage Etensions.
If I install FrontPage first, I can Publish to the XP Pro. Web Server
(inetpub) until I install FrontPage Extensions. then I have problems with
the URL for the website. I get a message indicating FrontPage Extensions has
been correctly installed and, the wwwroot directory shows several new folders
however, FrontPage Exgtensions do not appear to be working. If I try to
publish a form I get a message that I should try a web with FrontPage
Extensions installed. I can't find the administrative console for FrontPage
Extensions. Shouldn't a control button also show up in FrontPage?
If I nstall FrontPage Extensions first, I get a message indicating there is
a web in the web page root and frontpage will not complete the publishing.
Any Idea what I am doing wrong?

I'm running the following on a T23 ThinkPad
- Window's XP Pro --- Build 2600.xpsp_sp2_gdr.050301-1519(Service Pack 2)
- FrontPage 2002 --- (10.6308.6735)SP3
- FrontPage Extensions --- Version: 10.0.2701.0
Publishing isn't a major problem since I'm using the XP Pro web server until
I complete the project. When I Publish to the internet I shouldn't have a
problem.
Not having the extension is a major problem.

| I have just noticed that Server is not highlighted in the tools menu.
When I look at add/remove programs in the control panel it indicates that
FrontPage extensions is installed.

| I tried to get to the FrontPage Extensions through the Internet Information
Services.
I looked at the properties of the Default Web Site and selected Server
Extensions 2002. When I selected Settings, I was sent to the following url
with the following message. I have administrative authority. I created a
new user id with administrator authority and tried it there too. I got the
same response.
http://dad/_sharepoint/fpadmdll.dll...ort=/LM/W3SVC/1
You are not authorized to view this page
You do not have permission to view this page using your current user account.
Please try the following:
If you have another user account with a higher level of permission, click
your browser's Back button to try again using that account.
If you believe you should be able to view this page, contact the Web site
administrator.

The solution that has worked for me in the past is as follows, courtesy of
Thomas Rowe:
Uninstall IIS and the FP 2002 extensions, reboot and re-install IIS and the
FP2000 extensions from the Windows XP Pro SP2 CD, test creating subwebs
(this will tell you whether your initial configuration is correct), then
upgrade the extensions to FP2002.
