Install FP Server Extensions Option Not Visible

| After creating a new site, I typically just right-click on the site and
select "Install Server Extensions". However, this option isn't
available on new sites. I ran into this problem a couple of years ago
and I can't remember what the issue was and it's driving me crazy. I
seem to recall to had something to do with disabling remote access to
something...?
Anyway, I'm running Win 2000, IIS 5.0. I'm tried uninstalling and
reinstalling the FPSE to no avail.
Please help..Thanks.
