Perhaps someone can tell me what I am doing wrong. I want to disable
frontpage (frontpage 2002 server extensions) admins from creating local user
accounts. I go the webserver's Sharepoint Administration tool, log in as an
admin, click on the "Administration" link, click on "Set list of available
rights", and uncheck the "Create Accounts" option and then click submit.

However, when I open the site with Frontpage with a FrontPage admin account,
I then go to TOOLS / PERMISSIONS, then Manage Users, then Add a User, I
still have the option to create local accounts.

What am I missing here?
