What is RSS and/or Atom in relation to FrontPage

I am trying to register a blog I have created with Google's Blogger. Google
says I must have capability to use RSS feeds or Atom. I used Front Page 2003
to create the blog. I don't know what RSS and Atom are or if I have them.
Please help.
