service.lck - problems... strange behaviour

| Hi. I've been having a terrible time using frontpage server extensions in
two environments.
2000 server, IIS 5, Server extensions 2002
and
2003 server, IIS 6, Server extensions 2002
My basic problem is that I cannot create/edit a website using either
Interdev 6 or Visual Studio.Net 2003
I am dealing with the 2003 Server / VS.Net at this time.
Behavior:
- Create a new web site. Server Extensions tab says: "This server has not
been configured to use the Server Extensions..."
- Choose to configure server extensions - prompted - submit - "please
wait..." - takes what seems to be a long time - being an empty web (3 minutes)
- Back at FP SE Server Administration page - shows site with option to
'upgrade'
- Looking at site properties, SE 2002 tab now says "This web is running an
old version..."
- If I try to access the site using a development tool - vs.net (new
project, vb asp.net using http://localhost) - I get "Cannot create the
offline cache in 'd:\etc.etc.etc'. The folder 'd:\etc.etc.etc' is the root
content folder for a server based web. You must open it using the http://
URL for the web server."
- At that point I figure there are remnents in the cache folder - so I tell
VS.Net to use a different - new, empty folder.
- Try again to create the new project... I now get "Unable to open the
offline cache location 'd:\etc.etc.etc' for this project. Server error:
Cannot open "service.lck": no such file or folder
- it is correct - the file cannot be found. In fact, service.lck does not
_appear_ anywhere on the system. However, I notice that if I create a file
with that name anywhere on the system, it immidiatly dissapears. If I try to
create service.lck a second time in a folder - explorer tells me the file
already exists. Folders in which 'service.lck' might appear are sometime
immpossible to delete (folder not empty errors - thought they appear to be).
This file is truley invisible - not hidden, system or some attribute - it
really doesn't appear.
The cache directoy for this new web contains: _private _vti_cnf _vti_pvt and
images. _vti_pvt has three files (shortcuts) botinfs, bots, services
If I try to upgrade the server extensions on the new web, I get "Cannot open
"service.lck": no such file or folder."
A few notes:
- I've had this problem since the machine was built. I am unsure of where
I installed SE 2002 from - it may have been from the MS download (I saw
someone suggest this was not recommended). I have uninstalled / reinstalled
SE 2002 many, many times - from the 'add/remove Windows Components' and from
the MS download.
- This is dedicated server I access using terminal services (as is the 2000
server machine with the same problem)
- I am accessing the server as an administrator (and have tried as 'the'
administrator)
- I have searched the net for an answer. I have seen one other person who
seemed to have the same problem - but no answers where found.
- I am more baffled that I have the problem two times over - and cannot find
an answer (on the web) - that leads me to believe it is something I am doing
- or something my hosting provider has done... Though I have done much
mucking around the system since the problem occured, I did nothing out of the
ordinary before the problem occured.
- There are very few similarities between the two machines with the
problem... none really.

I would certainly love an answer to this problem! It is (just about)
literally driving me nuts.

| For Windows 2003 you need the FP 2002 SE from the Win server 2003 CD
- do not use a download
For Win 2000 see the FrontPage 2002 Server Extensions Support Center at:

1) Download FP 2002 Server Extensions:

2) Download FP2002 Server Extensions Updates (and install in this order):

4) Then to apply them see:

| Being that any 'service.???' (any file named service.whatever) is exhibiting
this odd behavior... perhaps it is not so much an issue with FP Extensions as
it is with the system itself. Any input would still be appriciated, but I
believe I will post the issue in another forum - one of the server groups.
