What does this mean?

Thank you for bringing this to our attention. The FP file to which you are
trying to navigate to is not accessible through direct navigation. It is a
place holder that is not actually there. If you need explaination into this
matter I suggest contacting Microsoft customer support.

We appreciate your patience and understanding in this matter.

In a website that is working correctly FrontPage and the FrontPage
extensions do not use any "place holder that is not actually there".

What file is being referenced here?
