Server error: cannot change permissions on "index.html"

| Please can someone help me with this problem.
I have recently set-up a new PC with Windows XP Professional, MS Office XP
and FrontPage 2002. When I try to publish only changed pages I get the Error
message in the subject line above. If I change the publishing settings in
frontpage to Publish all pages the system will permit me to up load all of my
pages.
Our host is running an apache server with FrontPage 2000 Extensions, I have
asked them to reload the FP2000 extensions since my upgrade but this has not
helped at all.
My previous PC was running Windows 2000, Office 2000 premium but with
FrontPage 2002. This PC and an other on my network with an identical setup of
MS software can publish only changed pages as well as the whole site.
Is the problem one of compatibility between Office XP and Frontpage 2002 or
a server problem as implied by the Error message? How can I resolve this
problem.

| Somehow your host has set unique permissions for the file index.html
Open your online site in FP and try to delete the file index.html
- if you can't, ask your host to delete it
Note:
If you are publishing All and not getting the error, it is possible FP is renaming the file to match the file name required by your
host as a home page file (thus not attempting to overwrite index.html)
- check w/ your host for the correct home page file name and rename yours to match

Thanks for your suggestion, I'll get in touch with them immediately.
Would this not effect the other two pcs that are running FrontPage 2000 and
publishing as well? I can get access to delete the index page from one of
these machines.
I did try deleting the index page on my new pc when I published all pages.
It did delete! It was republished by one of the other PCs and when I tried to
publish changed pages only I received the same error.
I should mention that I have asked my ISP if they had made any changes, they
said no. I also go them to reset the MS FrontPage 2000 server extensions, and
this did not help. Whether they have considered your suggestion I'll find out
when I ring them in a moment.
I can confirm that we have the correct name in index.htm/html
