Author Can't access my FPSE controls

I have a computer with Windows XP Pro, and when I try to access the Microsoft
SharePoint Administrator, which is where I go to change my FPSE options it
says:

"You are not authorized to view this page

You do not have permission to view this page using your current user account.
Please try the following:
# If you have another user account with a higher level of permission, click
your browser's Back button to try again using that account.
# If you believe you should be able to view this page, contact the Web site
administrator."
I am the computer administrator, and when I tried logging in as the
"administrator" account the same problem occured.
Any help would be greatly appreciated!

Hi,

Open the IIS manager. Then right click on the default web site and select
properties. Click on the Directory security tab and click on the first
Edit button.
Ensure that Anonymous access and Basic or Integrated authentication is
enabled. Then try administering the FPSE.

If this doesn't work, follow the same steps in the SharePoint virtual
directory created inside the default web site.
