Author Security/Permissions Problem?

I have two web sites, both on a NT 4.0 machine. All was working fine until
I had to install a new server. Installed new copy of Windows NT 4.0, IIS 5,
etc. I tried to duplicate everything that I had done in the past, but now
when I use FrontPage to publish either of these web sites, I never get a
message box asking for user name and password before it lets me into all the
files on the server it just opens everything up in FrontPage. It does
allow me to upload any changes I have made on my local computer, but how can
I get this security feature back. (Not quite sure I am asking this question
correctly). Anyway, right now anyone with FrontPage could just type the web
address of either site in and FrontPage would let them in to all the files.

ANY help would be very much appreciated.

IIS 5 will *not* work on NT 4. It will only work with Windows 2000 server.
