FP User Authentication NOT working on IIS 5.1

I cannot logon to IIS 5.1 webserver (xp pro) via
FrontPage to edit site. USER WINDOW REAPPEARS. The FP
2002 extensions appear to be working fine.

Appreciate suggestions.
