I found solution:
Go to file \inetpub\wwwroot\_vti_pvt
Click Properties
Click Security Tab
Set user permissions for OWS Admin Read, Write, Execute,
Modify.

If Security TAB not present
Go to My computer Tools Folder Options View
Uncheck uncheck use simple file sharing
