Author newbie: how to set author permissions in fpse 2002

on a windows 2003 standard server w/ the fpse 2002 installed and operating in
a domain, how are the author permissions set for web designers to allow them
to modify the sites via frontpage ? i noticed that after installing the fpse
2002 from iis6 for each site on the machine several 'OWS' groups are created
and visable in the file permissions for each site/folder. but when i tried
to add domain users to those OWS admin groups they were still unable to
modify the sites. are the permissions set at the file level by adding another
domain global or local group ? or are the permissions applied in the fpse
2002/sharepoint config screens - and if so, where ? do the web developers
have to be added to the local machine or can their domain accounts be used to
add their permissions ? tia for any help on this one ...

p.s. the users will be connecting and posting the content via a network
share/network folder.
