When I added a file upload button to a form in frontpage 2003 I received the
followng error: :Cannot run the FrontPage Server Extensions' Smart HTML
interpreter on this non-HTML page:
"http://www.lowellschools.com/sample_upload.html"

FrontPage servers are installed, is there something more?

The file upload component requires the FrontPage 2002 server extensions -
you're site is running the 2000 SE.
