Sorry, but it's been a long time since I've used FrontPage.
I'm using Win98se & FP2000
When I run front page I get the error 'could not find a web server on
localhost on port 80. My personal web server isn't running either & I can't
find it. I've searched through all the discussions here & there and think my
system is too outdated to find the solution. The only new program I've added
in dsl & mcafee firewall. Could this be the problem? Thank you for any help!

win98se dont have a server for the www
therefor you wont get it on port 80.
if you want to setup win98se for the www then you will need a web server
software like apachie (or similer)

ether that or upgrade windows to win2000 server

The error results from the server not running. PWS on win98SE
normally has an icon in the system tray (near the clock) which can be
used to start/stop the server.
If there is no icon, use Control Panel->Add/Remove Programs - Windows
Setup tag
Then Internet Tools - Details and check that Personal Web Server is
installed.
If you have to install, then the FP2000 extensions will also have to
be installed - the easiest way is to re-install FP2000 with PWS
running.

Note that you do not need a server to build websites using FP2000 and
later. Disc based webs are perfect, unless you intend to locally test
any components that need a server - search forms, forms, hit counter,
server-side scripting.

Windows98SE uses PWS4, which is supplied on the Windows98SE CD.
