I have a user who is suddenly unable to create subwebs or modify
permissions. I checked in Frontpage, and he is set as an Advanced
Author and I even went so far as to add him as a FP administrator, that
didn't help either. I have a feeling it's something to do with NTFS
permissions, but I am not sure, as Frontpage Extensions confuse the
hell out of me. I even went so far as to have made sure the OWS_author
and OWS_admin group have full permissions on the directory, just for
testing purposes.

What are the required NTFS permissions in order to be able to create
subwebs and modify permissions in Frontpage? Or, if it's not NTFS
permissions, what controls the ability for a user to do this?
